Swaddling doesn't work if the arms are free!  The point of swaddling is 
to not let them thrash about, and set off the startle reflex.

Swaddling is like everything - just another tool in the tool kit.  It's 
how it's used, not if. 

But the tied to bed by their middle... can't see how that's a tool, 
ever.  :-(
