Flax oil and flax seed are different things - the oil is made from the
seeds.  The seeds have lots of fiber yes, but that doesn't go to the
oil.

Plus, I have seen positive comments about the fiber found in flax seeds.
Flax seeds have lots of mucilage type of fiber.

Consuming the oil should be fine and recommendable (as long as it's not
rancid). 

Flax seeds can get rancid.  The way to know if they are still good is to
check if they sprout.
