Whom should we write to?  It would be fine if ILCA made a
representation to UNICEF, but individual expressions of opinion, many
of them, would also have an effect.  There are surely people already
in UNICEF who do not agree with this approach.  Their hand needs
strengthening.  I feel a grass roots swelling here, and we should let
UNICEF feel it too.

P.S. When writing to complain, always send at least one c.c. to
someone else in the organization, so the person you send it too cannot
ignore it so easily.  So we need at least two addresses, Lois.
