Some thoughts on why her supply is low:
I think the main reason is mother-baby separation due to work outside the 
home. You said she only gets one short break and pumps then. Imagine if she 
were home with the baby, she would likely have many frequent feeds 
throughout her day (say 7a - 4p). Imagine breastfeeding a 2-6 month old. 
That is the age of the baby since she's returned to work. You would be bf 
alot all day! So I think her supply has down-regulated over these last 
months.
Other thoughts (these are less likely):
She drinks "excessive" amounts of water - perhaps she has a health problem? 
Diabetes?
Could she be pregnant? Is she on any hormonal birth control product?
Is the baby also taking 'solid' foods?
Yes the daycare could be overfeeding the baby.

Over the summer, mom can work hard at re-lactating and getting her supply 
back up. Perhaps she could use a supply line or supplementer to keep baby at 
breast often and to help her re-lactate.
