The mothers do not have to follow the advice of a health care professional.
Health care professionals give advice, not commandments.  Unless there is a
clear and serious threat to the child's life or limb, the mother can do what
she wants.  The advice of lactation consultants should include this sort of
information.

When an oral surgeon gets it *that* wrong, and refuses to look at the
pharmacology of the drug he is using, I believe that it is quite right to
point this out to the mothers, and encourage them to continue breastfeeding.
S/he obviously does not understand the drug s/he is using.

When the dentists are threatening to report mothers who breastfeed a child
with teeth to child protection agencies, this makes a mockery of what child
protection agencies are supposed to do.  Send them the statement from the
American Academy of Pediatrics and underline the stuff about mothers
breastfeeding to a year and longer.  And send a copy of the statement to the
child protection agency with a letter of explanation so that if any one of
these dentists does report a mother, they will be aware that not everyone in
a position of authority agrees with this dentist.
