Hi Carol, I'm new to the forum and am only a Breastfeeding Peer Counselor. Could she possibly try eliminating any gluten from her diet. Sometimes in very severe cases of celiac disease, infants may not thrive as well even when being exposed via breast milk. One of the more notable symptoms is low weight gain. Hope this helps and you are able to get this puzzle solved!
