I have seen this policy cause concern before.  I understand their
point that children may be a distraction (it certainly isn't a LLL
meeting where people are used to and accepting of that!) and that
they don't want to start providing babysitting.  In addition, once
in a while contracts with meeting room providers may have
restrictions.  However, they can't see the difference with a nursing
baby!  Locally, there was one group that applied the rule very
strictly while another one (that met in the mornings) was more
flexible, so moms did have some choice of which group to attend.  I
would personally like to see some groups where children are
welcome.  They have some "men only" and some "teen only" groups, so
why not a "babies welcome" group?
One problem with such situations is where to draw the line.  Some
groups (not just TOPS) make an absolute rule so they don't have to
list a lot of qualifications.  Unfortunately, in some cases where a
generally quiet infant would be accepted, some moms will start
stretching the "limits" and soon you have some very active, noisy
toddlers who are causing distraction,  getting into everyone's
purses etc. and mom (who may be used to the more relaxed, accepting
atmosphere of a LLL meeting or may just not be willing to set limits
for the toddler) won't or can't keep the child close to her.  Much
easier for those in charge (especially if they are not starting with
a very "baby friendly" attitude) to say "no children" than to set up
guidelines or to have to use individual judgement in asking some
moms/children to leave.
