Leslie, it sounds like your daughter is experiencing thelarche - the first 
stage of breast development which begins at puberty.  This is often the 
first sign of puberty in girls. It is normal for this to be accompanied by 
breast tenderness, it is normal for your daughter to experience this at age 
9 and also normal for thelarche to precede other changes associated with 
puberty (e.g., menarche (first menstrual period) or pubic hair growth). 
Thelarche usually precedes menarche by about 2 years, so your daughter is 
beginning an exciting journey to womanhood.

It sounds like your daughter's changes are normal. :-)
