I suggest contacting a family law attorney.  A call from him or her to Ms
Whatley will likely clarify the situation quickly.

We tested the USA's ADA law last year.  The Americans with Disabilities
Act.  My husband is deaf, and we requested sign interpreters for a series
of 2 and 3 day conferences we attended as part of my son's high risk teen
program in 2004 and 2005.  After numerous phone calls and emails, what
finally got us the result we needed was to enroll the services of a
disability law attorney.  

There are many good laws in place.  Sadly many need to be tested and
enforced in less than optimal ways in real life.
