I think PETA did this for shock value, not as a practical suggestion.  
Assuming that most people, when confronted with the idea of human milk  
ice cream, would think, "Eeeewwwwww!", they wanted to make the point  
that cow's milk ice cream should be considered just as "disgusting."  
At least that was my impression. :-(
