As a person who works daily with the families of migrant farm workers, I can hardly see a young mother who needs to pump going to the field boss and asking for them to get her a tent or other place, plus where would she plug it in... It's a complicated situation.  I think that getting the migrant farm workers union involved might help, they could at least attack the situation from a position of authority.  The mother is unlikely going to be able to request... I'd almost have wic provide her with a battery operated pump or one that works in a car (pump in style and other pumps can have an adapter to go into what we would call the lighter in the car), and suggest she try to have either her or a friend park in any available shade, and pump in the car.... better than the porta potty.  But again, I'm thinking that involving the farm worker's union would be a good first step.
