I spoke from personal experience when I said that I found that my son,
who often pulled off the breast in his first two months, seemed to nurse
better with a bit longer intervals between feedings.   He is my 4th
child and with other 3, the absolute first thing I would do when they
fussed was offer the breast.  This worked fine for them.

I had the impression that my son was pulling off so much because he
wasn't terribly hungry, but he would always nurse briefly.   He seemed
to be never hungry enough to nurse in a concentrated way.  He never had
a problem with weight gain and was not otherwise a fussy baby.  And
while I said he seemed to do better with 2 to 3 hour intervals between
nursing, this wasn't any kind of a "rule" that I followed.

I was just offering my experience as something to consider in the case
of the baby who constantly came off the breast.
