You may want to refer this mom to the information on the Medela website on 
pre-owned breast pump at: http://www.medela.com/NewFiles/faq/preownpump.html

I'd be a little reluctant to look into benefits vs. potential problems of 
using a pre-owned pump and sharing the information with a mom.  I would give the 
mom some places to look up the info herself and let her take it from there.

Has she considered looking into whether getting a breast pump through WIC is 
a possibility for her?  I think the smaller electric pumps can work well for 
moms. Some moms want the top of the line, without paying the price for it.  I 
hope this information proves helpful for you.
