I am unaware of any document that President Clinton signed in 1994  regarding 
the WHO code. If anyone has such a document I would love to see it.  NABA's 
information is that the US withdrew its objections to the WHA resolution  in 
1994, which by default meant acceptance of the Code and all subsequent  relevant 
resolutions. No one signed anything. If President Clinton was involved  it 
would have been to instruct the US delegation to withdraw their  objections.
