Ready-to-feed formula is not safe to store at room temperature once opened.
This is one of the reasons why RTF doesn't solve the problems with formula
in emergencies.  The other problem is that about half of all babies fed
formula in emergencies will die.  It's not just the formula that is the
problem.  It is the combination of the damage done to the babies guts which
makes them more susceptible to infection (and poor sanitation magnifies this
problem); formula is easily contaminated whether powdered or UHT treated and
these babies are immunocompromised because they do not have the immune
support ordinarily supplied by breastfeeding.
UHT treated breastmilk would be as inert as UHT treated formula and
therefore unable to provide infants with the same protection as live milk
from a woman exposed to the same environment as the child.
