In Arizona, that is true: simply because it's illegal, and because there
are criminal penalties against persons who cause a baby/child/minor to
ingest an illegal substance. And there is the booklet I previously linked
to written by our Governor's committee. It leaves no room for case by case
judgment. Especially after the death of a baby in our city attributed to
breastfeeding when mom had illegal drugs in her system. Yes, she used
during pregnancy, but the entire focus of the publicity was "death by
breastfeeding". The mother is in prison now, but not the grandmother who
was also doing, using, cooking it because they lived together. It was mom
who was BFing the baby. That case did not involved marijuana, to my
knowledge, but marijuana is included in the list in the Governor's booklet
and in our (and others) hospital policies.
