In regards to the post about this baby:

If the baby did not have a newborn hearing screening, or even if he did but
is not doing normal infant babbling and making eye contact, I would suggest
an ABR (also known as BAER-- it measures brain waves in response to sound and
is totally painless) hearing test to rule out hearing loss.  It is very
important to diagnose hearing loss early to enable lifelong communication.
