Dear Friends:
    The FDA at present has no power over formula manufacturers at all. Even
if the FDA objects, the company can still make and sell their product.
"The law does not require that FDA approve infant formulas but instead
requires companies to provide certain information to FDA before they market new
infant formulas. Manufacturers must provide assurances that they are following
good manufacturing practices and quality control procedures and that the formula
will allow infants to thrive. If such assurances are not provided, FDA will
object to the manufacturer's marketing of the formula; however, the manufacturer
may market the new infant formula over FDA's objection."

    In the report where the FDA has blocked the sales of a product called
'Better than Formula' in Michigan, here is a quote:
    " "The product's name implies it's a replacement for formula, and the FDA
is quicker to step in when a product is targeted at a vulnerable part of the
