Laurie,
That's a tough one.  I completely understand your dilemma.  I feel you were
right in wanting to eliminate the "no bottles" symbol.  World Breastfeeding
Week, in my opinion, is a celebration of breastfeeding, helping to educate
and spread the joy about breastfeeding and optimal infant/child nourishment.
I feel a completely positive message is the best way to celebrate.  You are
right that many people will become immediately defensive of the type of
negative symbol you described.

<< Later, lots of nurses and ancillary staff were very upset, wanting to
throw the banners away. The usual responses from nurses was "I bottle fed and
my kids are fine" or "what if a mom can't bf, is adopting a baby, etc.">>

It comes down to not wanting to make non-breast feeding mothers feel guilty
(lets not get started on THAT again :-)  ) or admitting to their own feelings
of guilt about their decisions.

Attitudes are difficult to change.  More power to you!
