It would seem to me that this young woman could do whatever she darn well
chose during her lunch time or study hall periods, she would only need to
find a clean and private place to pump during the school day.  If I were in
her shoes, I'd begin by asking any trusted female faculty members if I could
use their office twice during the school day to pump.  Perhaps this same
faculty member could write her a "late pass" if the student chooses to
arrive late to a class so she can pump (weighing the consequences of a late
arrival to class against the consequences of not breastfeeding her baby).
If the school continues to crack down on her in a way that is harder than
any regular latecomer (knowing she is pumping and making that the issue) she
could make a point of being treated "like everyone else" since that seems to
be the goal here.  She might also consider pursuing a doctor's note about
participation in gym class -- she should be afforded the chance to pump
before gym if she's going to be active for that hour and she is
uncomfortably full then.

I tend to be one who asks forgiveness instead of asking permission, and I've
found this works well when "the system" (in my case, an active duty,
mostly-male Army unit) wants to make an issue or set a precedent using me as
an example.  I generally take what I need and clarify the details later.
This girl can definitely pump during lunchtime.  Glorification of teen
motherhood?  I'd love to get my hands on the idiots that are assuming that.
