Although I haven't dealt with this exact situation (and I hope that a midwife/ob is able to weigh in on this discussion) I can certainly say that medicated births tend to have a much higher rate of dysfunctional labor. The uterus in a relaxed unmedicated mother should begin at the top and work its way down, but in the stressed or medicated mother this order can be disrupted. I hope that this mother has had the chance for a fully comprehsive natural childbirth series to help her start on the right track. Even if she requires intervention, medications given prematurely could certainly exacerbate uterine dysfunction.
