Have you seen this mom and baby in person to evaluate if the mom really did
get her full milk supply back?  The first thing I would do is try to
evaluate if the mom really did get her full milk supply back.  Constipated
could mean baby is just not having as many bowel movements as she was
before.  Gassy/fussy could mean baby really isn't satisfied.  Maybe the
formula is giving her the extra amount she needs?  I am not saying that is
the case, just that would be the first thing I would investigate.  I would
also try to determine what "gassy" means by mom's report, and if it
actually means the baby is passing a lot of gas, or if it means she seems
to be having general abdominal discomfort or fussiness.

All of the things you are saying would make me want to first be sure that
the reason for baby's improvement on the soy formula is not just due to the
fact that her milk supply really didn't fully rebound.
