How do you go about filing a complaint against a doctor who provides incorrect or even harmful information about breastfeeding?

I recently helped with a horrible case, in my opinion.  A 4-month-old baby lost weight, then started gaining, but extremely slowly.  It was a "good" baby -- sleeping through the night since 6 weeks and nursing 4 (!!!) times in 24 hours at 4 months.  The baby's doctor was aware of this and conveyed to the mother that it was normal.  I subtly wondered how much training this doctor had in the field of lactation.  The mother answered that the doctor is very supportive of breastfeeding and is a breastfeeding advocate.  The doctors recommendation was to introduce solids and pump in addition to nursing to stimulate the breasts.  I inquired if the doctor said to feed the pumped milk via bottle.  The answer was no, because the baby won't take the bottle.  Does this qualify as malpractice, negligence, ignorance or what?
