Rowena thank you for sharing your experience. Although I did not share my entire response to the mission group with LACTNET, I did end with the thought that there are times when formula may be a really good resource to have on hand in a controlled way.  I looked up the HIV rates and DR is about 2.5% while Haiti is at close to 6%. So perhaps they are dealing with some HIV mother.  However, they do have formula in DR, and it is in Spanish, their language. So my other suggestion to the group was to collect donations of $ and PURCHASE the formula there for need, rather than take US English labeled formula...and then I asked them to not just hand it out, especially to pregant women, and to make certain that they mother received instructions on how to use it ( the literacy rate is high there, but cannot always be assumed).
