If only! The NYS Hospital regulations are really pretty good re: birth 
and breastfeeding. They forbid routine interventions, promote informed 
consent, and specify that each hospital has to have a "person 
knowlegable about breastfeeding" or some such vague language. The 
problems are that these regulations are routinely disregarded without 
penalty. Only about half the hospitals in my area have real IBCLCs on 
staff, and many hospitals are cutting their LCs down to half time or less.
