Kathleen Huggins and colleagues did a prospective study of women with
various degrees of breast hypoplasia about 10 years ago, published in a
hardcover journal called Current Issues in Clinical Lactation. The woman
you are describing, Maya, would be classified as type 4, or most severe.
The more severe the hypoplasia, the lower the percentage of women who
made sufficient milk for their infants by 6 weeks postpartum, but even
some of the type 4 women did, with very frequent and intense breast
stimulation (bf, pumping, etc).

The message I give moms is that smaller factories can sometimes be
worked hard around the clock, and can often expand, but we need to watch
(and feed) the baby while we are working on making this happen.
