An option that I recently learned about that I prefer over donating these
samples to a food pantry, is donating them to an animal shelter.

Animal shelters will often use infant formula to feed abandoned/orphaned
puppies and kittens, who do not have a a mother to nurse them.  It's one way
to get the stuff out of the human market while still helping someone.
