I also find myself curious at how the non-discrimination policy has evolved.
 The list of qualifiers has changed slightly, and our directive also changes
from "avoiding discrimination" to "treat equitably without regard to."

Babies are babies, and I'm not particularly worried about the issue, but I
do wonder at the change.  As a counselor (MA), non-discrimination means that
if you can't work with a particular population, you acknowledge that and
provide an equivalent referral so that the population is not left unserved
because of your own personal issues.  For example, I have a friend whose
"specialty" was working with perpetrators of sexual assault, because no one
else would touch them with a ten foot pole, but they still needed good care.
 That doesn't sound like "without regard to," because it acknowledges the
issue and finds a non-discriminatory solution.

Again, I can't imagine this causing much difficulty in the work that I do,
but it sure seems to me that changes like this often have some coded
meaning; someone changed this on purpose, and I'm curious what scenarios
were considered when the change was made.
