I heard Chloe Fisher of the UK give a lecture on her visits to Bosnia
to support breastfeeding and train local people how to enable
breastfeeding.  It was all very difficult and rather dangerous, but
she has been there several times.  She showed slides of maternity facilities on bunkers
behing sandbag walls.  The mothers were in triple bunks and had to
breastfeed lying down because the bunks were too low to sit up in.

I understood her to say that breastfeeding rates have risen
dramatically during the war, as it is the only reliable option.
