The pulling in of both upper and lower lip could be due to frenulum  
restrictions.  I suggest you look at both and see if restrictive and if  unsure 
can go to kiddsteeth.com, click on articles, and view his book with  photos, 
"breastfeeding should be fun and enjoyable."  Had one baby seen by  ENT 
practitioner who clipped both upper and lower labial frenulums due to  
restrictions.  The blister sounds like restriction on upper.  Also a  practitioner who 
has expertise with these ties should also examine for lingual  restriction 
as so often occurs with lip ties.
