I would strongly encourage trying to supplement the baby in question
with an SNS.  I would try it alone and, if milk transfer was still poor,
I would place it under a nipple shield.  My theory is that this may help
baby lay the tongue down under the shield and latch deeply for better
milk transfer.  In my experience, babies who get EBM by bottle often
pull their tongue to the back of their mouth to try to control the flow.
I have seen this even with so-called 'slow flow' bottles and nipples.
When they attempt to breastfeed, these babies either don't latch deeply
or they don't lay their tongue down and mother experiences pain and
nipple trauma.  Either way, baby gets very little milk for their effort.

If mother is nearing exhaustion, the SNS can be used as a finger feeder
and the user can assess suck and tongue position while using the SNS.
