this came up on another list I am on and one thing I have not seen anyone
mention is *The child's natural mother will need to consent unless it is a
'true' health issue*.

There was a lady on another list I am on who did get court permission to
nurse her foster child who happened to be her much younger brother after
the bio-mom refused to give permission saying it was too much of a bond for
them to share.
