Tammy, I am behind in my reading, so if this question has already been
answered, sorry.
I believe the answer to your question "is there a relationship between
precocious puberty and lactation?" would depend upon the reason for the
early puberty and whether or not the original cause was still present.
One cause can be CAH, Congenital Adrenal Hyperplasia.  Usually in
females the genitalia are not normal, the degree varies.  If untreated,
precocious puberty results along with rapid growth then closure of the
growth plates and subsequent short stature.  The cause of this scenario
(very simplistically) is that the body has too much testosterone and not
enough cortisol.  If this mom has some variant of this disorder, I would
have expected her to have a difficult time conceiving.  I'm just
hypothesizing, I don't have any data on this condition in adults, just
in children.  Certainly a work up by a qualified endocrinologist should
be considered.
Note: Prior to "looking for zebras" I would rule out all the far more
common reasons for her situation first.
