I e-mailed this note to our state WIC breastfeeding coordinator and this was
her response:

"This issue was discussed at a recent National WIC Directors Association
(NAWD) Breastfeeding Committee meeting (of which I am a member).  It
was brought to the attention of the Association by the Breastfeeding
Committee Chair.  The Committee is also planning to put something in
writing  to them.  I would encourage you to have this concerned party do
the same. "
