I always liked the idea of making the public place or retail outlet VERY
popular with nursing moms, or nursing moms and their husbands, or nursing
moms and their whole family.  They can appear at any time during that
facility's normal operating hours, on any day of the week, as proper paying
customers.  Of course, a big give-away to management that this is another
nursing mom is the sling she so often wears.  It's a wonderful tool for
discreet nursing, but if she doesn't want to telegraph in advance, she might
consider not taking it into the facility on this particular occasion.  How
many times are they going to "speak to" customers before they get the
message that a very great many of their good customers are breastfeeding
moms.

On the other hand, if it goes the other way and they issue some blanket
prohibition - worst case scenario: a sign posted by the "no shirt, no shoes,
no food" sign, then it's rally time, or publicity time, or whatever is
appropriate.
