Several years ago my brother made several mision trips to Romania, and
Russia to the orphanages there. His group was not "allowed " to bring in
formula ( I was going to try to arrange donations from the ABM rep for him to
take ). He had a list from the governmental agencies of things he could
bring-clothes, cloth diapers, toys and vitamins but no food items. I ended up
going to yard sales buying stuffed animals and tee shirts and got a large
discount store to donate all the beach balls they had left over at the end of
the summer.  I don't know why the governmental agency prohibited food item
donations. My brother said they were able to bring in their own food items
like bottled water, crackers, dry milk, and juices  which they often would
lay down and forget  to pick up while visiting the orphanages. He had to go
through a lot of "red tape" to get permission to visit the orphanages. I
wonder if it has changed much since then.
