After working for a WIC program for many years, I have come to see their
policy towards breastfeeding similar to what the formula companies have been
using as a selling point recently.  Breastfeeding is best but if it doesn't
work then here you go we will help you with "free" formula.  Just imagine if
they put all that time, effort and money into promoting breastfeeding.  If it
is a do or die situation I cannot imagine many women would just let their
infants die.
