No, but I suppose if it really looked like a problem, this might be a
solution, but it is sort of extreme.

How did they decide this?

A lot of babies, male and female, have enlarged breasts at birth.  They can
even express milk "witches milk".  However, I tell parents to keep their
hands off and leave them alone.  It will go away all by itself in a few
weeks to months.  It is leftover hormones from pregnancy and does NOT have
anything to do with how baby is fed!
