Did you say that they are NOT allowing outsiders to adopt these kids?? The
rescurer in me wants to bring them all to my house! Any idea why they are
not permitting adoptions? You'd think they'd want less kids to have to deal
with, and the money from adoption to spend on improving the status-quo. This
situation just absolutely breaks my heart......
