I am a couple days behind, so forgive my late response to this. Actually
what your supervisor is saying would be the ideal, where all staff are
competent w/ bf issues. However, I am pretty sure that all the nurses are
not up to speed on lactation issues.

If your mgr does not seem to be able to be persuaded to hire an LC
specifically, maybe you could make a case for having the nurses IBCLC
credentialed. Does mgmt encourage certification in other areas such as fetal
monitoring, neonatal intensive care, etc (such as thru AWHONN)? Maybe this
is an avenue that could be pursued. You could also make the case that some
families need close followup and an LC could see them in an outpatient
setting, phone followup etc.
