If by "WIC people" you mean employees, and by "incentives" you mean free
cases of formula, the answer is no - it is prohibited by the terms of WIC. I
*think* this is a national guideline; at least in NY, it is very explicitly
forbidden. And, again at least in NY, formula reps aren't allowed in WIC
clinics, offices, etc. - and they would have no legitimate business being
there, because of the bidding system by which the WIC "contract formula" is
determined, and because WIC clinics are prohibited from displaying any
formula products, depicting formula feeding as "normal", or using materials
in or on which the name of a formula company appears. I have called formula
reps from time to time, to plead with them on behalf of a particular family
that needs one of the formulas WIC can't provide. They've always been
accomodating of my pleas for help, even though we wouldn't give them the
time of day of they showed their face around the place.
