In effort to answer Jack's questions:

Abortion is not  viewed legally as taking the life of the child - rather
preventing a new life from being born.  Because abortion is legal, the State
cannot stop a woman from aborting her child at certain, early stages of
pregnancy.

Once a child is born living in our society, that child's parents have a
legal obligation to the child to ensure his/her health, safety and welfare.
If the State deems the parents' actions are harming the child, the state is
obligated to step in and correct the situation.

On the flip side of this particular breastfeeding with HIV issue, suppose a
mom had a baby who could not tolerate formula but mom refused to breastfeed,
do you think the State would step in and take the baby and give it to a
mother who would breastfeed him/her?  (If I gave my own answer to this
question, it would give away my opinion on the forbidden subject!)

If anyone cares for me to elaborate, I'd be happy to via private email.
