Perhaps a heartfelt letter to the financial controlling forces of the program
for your state. Express the need for more funding to allow you to better
serve the clients in your counties, and allowing you to do so with pay
instead of in your free time.
Also, if you have the time, you might look into writing Grant proposals
that could help fund the program to give you the additional hours, etc.
Just an idea.
