I just have to add my $.02 worth to the discussion about the 31 month old.
It appears that it is not the nursing, but the demanding, obnoxious behavior
connected with the nursing which distress this mother.  (understandably)
 I would say "amen" to what Kathy Dettwyler said.  Courtesy, family rules,
and expectation of reasonable levels of maturing behavior should be as
important for parents to teach, as it is to teach a child that he is loved
and valued.  I personally don't believe in rewarding bad behavior.
If your child threw himself down on the floor of JC Penneys and had a
kicking, screaming temper tantrum because you didn't have a penny to put in
the ball gum machine, would you quickly get a nickel changed and get him the
ball gum?  One of my six kids pulled this stunt and within minutes I had a
huge audience.  I just looked at him writhing on the floor, and said,
"Nobody in our family gets anything with behavior like that.  I'll be right
over there when you finish."  And I walked away, smiling at the disapproving
audience.
Within a couple of minutes, the audience and I had both faded away, and it
is not much fun to throw a tantrum if nobody is paying any attention.
This principle might be applied to this child's negative behavior.
I, personally, don't like being blackmailed by a three year old. ("nurse me
whenever and wherever I want, or I'll make your life and the baby's
miserable".)
I may be an old scrooge on this issue, but I do have six responsible adult
children who are assets to society and not liabilities, thank heavens.
