Ann and everyone else:
As part of our facility's preparation for Baby-Friendly assessment, we
ordered and viewed a slide set from UNICEF which includes the twins picture
you described.  The text which accompanies that slide reads:
"This is a mother of twins in Pakistan.  The baby on the left is a healthy
breastfed boy.  It was not felt that there would be enough milk for two
babies, and since boy babies are valued more highly than girl babies, the
girl twin was bottle fed.  She died soon after this picture was taken."
  That's all the info I have. Maybe by contacting UNICEF directly you will
learn more, as has already been suggested.
