This is completely not bf related, but does answer Kathy D's question.
In 1980's when I was working for the Army, we taught the arriving
soldiers that any touching was assualt/battery. Perhaps this is where
the notion came from. In an attempt to get people (sorry to say this,
but mostly men) to understand how inappropriate they can be in touching
women without asking (and probably without even realizing it), it became
necessary to go to that extreme. Now I feel (IMHO) that the lawyers can
carry things too far.
