Since this mother has told you that she's "eager" to wean the one that's
nursing, presumably despite your sharing info with her about the reasons to
continue to BF, I don't see that you have any option other than to help her
do what she wants to do. She may well be right, in her feelings of not
wanting to BF one but not the other. It's not for you (i.e. US, as LC's) to
decide. All we can do is share information and use our knowledge and skills
to help do what they want to do.
Don't forget to give her lots of positive reinforcement for the BFing she
did do!
