There are sports bras particularly made a) for large breasted women, and
especially to lift large breasts and hold them in place (or, in this case, out
of the wrong place!) and b) to ventilate moisture.
This isn't going to fix her problem but it might help.
Try the Title 9 company, in San Francisco, which sells many kinds of bras for
many kinds of idiosyncratic breast shapes and exercise habits.
