Linda,

Isn't Evergreen in your same state?  Competition is a wonderful thing to
discuss with administrators who are "bottom-liners".  You may want to do some
research on how becoming "Baby- Friendly" has been a great tool for other BFHI
hospitals.  If you can't go in through the front door, try a window....
