The question here is will the hospital be willing to take on the expense of
providing the breastfeeding mothers with a "special"  discharge packet in
comparison to the gift packets from the formula company.

If the hospital is willing to spend money,  what about giving the moms a gift
packet with a receiving blanket and a package or two of "washable"  breast
pads.   Or get a company to donate boxes of disposable pads for mom packets.
What about giving them a book on Breastfeeding, such as The Womanly Art of
Breastfeeding?

Just a few ideas.
